Harris County Judge Robert Eckels went to New Orleans to see how reconstruction efforts were going, and 11 News reporter Doug Miller said what they are seeing is discouraging. Some areas have cars still buried under debris, and Judge Eckels said it seemed like it would be a long time before evacuees could return home.
