Jose Galindo Carranza is accused of the 1984 murder of Francisco Galvez.
The victim's 13-year-old daughter witnessed the murder.
She said she watched Carranza shoot her father three times and wrote down his license plate number.
Officers knew Carranza was in Mexico, but only recently were they able to bring him to Texas.
